Ayon kay National Security Adviser, Secretary Eduardo Año, nais din nila na tumulong ang ilang like-minded state para mapatibay ang isasampang kaso na may kaugnayan sa pagkasira ng coral reefs at iligal na pangongolekta ng mga giant clam sa may Scarborough Shoal.
