Jaffer, Founder & Executive Director, National Security Institute and NSI Cyber & Tech Center, Antonin Scalia Law School at George Mason University; and Ms. Lindsay Gorman, Senior Fellow for Emerging Technologies, The Alliance for Securing Democracy at the German Marshall Fund of the United States.
