Representative Edcel Lagman says it is ‘very clear’ the International Criminal Court has the jurisdiction to conduct its probe in Rodrigo Duterte’s bloody drug war in the Philippines. He adds, the government should cooperate in the investigation to show the world that the country follows the international rule of law.
