The Philippine Institute of Civil Engineers (PICE) marked a historic moment with the holding of 2nd International Engineering Expo from October 29-31, 2024 during its 50th National Convention and Technical Conference at the SMX Convention Center, Pasay City bringing together cutting-edge engineering technology and innovative solutions from around the world.
PICE National President and Department of Public Works and Highways (DPWH) Senior Undersecretary Emil K. Sadain emphasized the importance of the 2nd International Engineering Expo as a premier platform for showcasing cutting-edge engineering innovations, providing the government, construction industry, and civil engineering students at the convention with a valuable opportunity to learn from and appreciate the latest advancements in the field.
Under the leadership of Senior Undersecretary Sadain, the inaugural International Engineering Expo was successfully launched in June during the PICE Mid-Year Convention. Due to its overwhelming success, it has now become a vital component of this annual event.
The 2nd Expo featured a robust lineup of local and international exhibitors who presented groundbreaking advancements in construction materials, equipment, and sustainable practices, all aimed at addressing the pressing challenges in today’s rapidly evolving infrastructure landscape.
According to Senior Undersecretary Sadain, the Expo not only showcased technological advancements but also fostered a valuable exchange of ideas and expertise among industry professionals, government agencies, and stakeholders.
This collaborative environment is crucial for building infrastructure that is not only durable but also capable of supporting sustainable development goals. By promoting innovative solutions and resilient design principles, the Expo serves as a catalyst for transformative projects in the Philippines that can withstand environmental stresses, improve the quality of life, and contribute to economic growth, said Senior Undersecretary Sadain.
The 2nd International Engineering Expo as well as the PICE Technical Conference received robust support from the DPWH Unified Project Management Office (UPMO) clusters, led by Project Directors Benjamin A. Bautista, Ramon A. Arriola III, Teresita V. Bauzon, Rodrigo I. Delos Reyes, and Soledad R. Florencio. Their leadership and collaboration were instrumental in the event’s success, which gathered international experts to deliver eight (8) special lectures as resource speakers.
Another major highlight of the PICE annual event was the 2nd PICE Infrastructure Forum on October 29, 2024, where top industry leaders and experts convened to discuss strategies for “Sustaining Resilient Infrastructure Development into the Future” in the face of challenges like climate change, resource scarcity, and rapid urbanization.
The Industry Leaders Panel was graced by DPWH Senior Undersecretary Sadain, along with notable global experts such as Dr. Kenichi Tsukahara, Vice President of the Japan Society of Civil Engineers (JSCE); Professor Dong-Ho Choi, 2025 President-Elect of the Korean Society of Civil Engineers (KSCE); NEDA Assistant Secretary Roderick M. Planta; JICA Philippines Senior Representative Fukui Keisuke; and World Bank Senior Transport Specialist John Kobina Richardson.
Senior Undersecretary Sadain, in-charge of infrastructure flagship projects under “Build Better More” program, highlighted recent projects that integrate sustainable practices and advanced engineering technologies as part of the DPWH initiatives to strengthen the resilience of Philippine infrastructure.
He acknowledged that international partnerships play a vital role in building resilient infrastructure, which he said is essential to a sustainable and inclusive “Bagong Pilipinas.”
Dr. Tsukahara shared Japan’s advanced approach to resilient infrastructure, stressing the importance of integrating risk assessment and using durable materials suited for disaster-prone areas. He illustrated how Japan’s engineering standards could serve as a model for other countries facing similar climate challenges.
Professor Choi presented South Korea’s urban resilience strategies, emphasizing proactive design and data-driven planning and underscored how shared knowledge can address global engineering challenges.
NEDA Assistant Secretary Planta discussed the Philippine government’s commitment to sustainable infrastructure, including initiatives for green building and climate resilience.
Representing JICA, Mr. Keisuke expressed the agency’s ongoing support for infrastructure development in the Philippines, especially through capacity-building programs and financial assistance focused on transport and flood control projects. “JICA remains committed to empowering Filipino engineers by facilitating knowledge-sharing with Japan,” Mr. Keisuke shared.
Mr. Richardson underscored the value of international collaboration, pointing to World Bank initiatives that promote adaptive infrastructure systems across nations. He called for sustained investments in resilience, which he said are fundamental to meeting the global challenge of climate change.
The convergence of expertise from organizations like JSCE, KSCE, JICA, and the World Bank can empower the Philippines to build infrastructure capable of facing future uncertainties, contributing to long-term economic growth and stability.
The panelists agreed that that creating resilient infrastructure requires a holistic approach, combining advanced technical solutions, supportive policy frameworks, and strengthened international partnerships.
Meanwhile, the PICE members recently elected its 2025 National Board of Directors, setting the stage for a new chapter in its leadership.
The new board will build on the achievements of 2024 leaders while planning a forward path in advancing PICE’s mission to drive innovation, foster unity, and shape the future of civil engineering in the Philippines.
The 2025 National Board includes representatives from various sectors, emphasizing PICE’s commitment to inclusiveness and diversity. The elected members are: Frederick Francis M.
